The Command Area Development Authority(CADA) is headed by Administrator in the rank of Superintending Engineer from Water Resources (Irrigation) Department. The Command Area Development Authority have been entrusted with the following functions.

    1. Maintenance and efficient operation and modernisation where necessary of irrigation system in the Command Area.
    2. Development and maintenance of the main and subsidiary drainage system in the command Area.
    3. Conducting soil survey from time to time and modifying most suitable cropping pattern in the command Area.
    4. Ensuring efficient maintenance of the field channels and field drains within the command area.
    5. Prescribing and enforcing an appropriate system of distribution and regulation of water supply through the command area.
    6. Implementation of policies of the Government in respect of the intensive development of the command.

The Superintending Engineer and Administrator, Command Area Development Authority, Nashik now invites eligible consultant to indicate their interest in providing the services. In view of the likely size of assignment, it is proposed to consider relatively larger agencies having adequate financial, managerial and technical resources and with proven relevant experience in implementing projects of similar nature and size.

Eligibility Criteria

  1. Annual company turnover of atleast Rs. 25 lakhs during the last 3 years.
  2. Experience of similar nature of atleast two (2) assignments in portal development during the last three (3) years.
  3. Content Management experience for atleast one portal in the last 3 years.

They may submit the following documents:

1. Capability Statement including total turnover of the agency along with audited accounts of the last three years.

2. Agency background and profile including brief CVs of key personnel.

3. A current list of clients and brief description of services performed for them.

4. Experience in implementing projects of similar nature and size.

5. The agency is required to submit the declaration that they have not banned or delisted by any Government / Semi Government Agency or PSU’s.

Agencies/organizations applying for this assignment may need to send a detailed action plan to be carried out by themselves or in coordination with other individuals/agencies. Either way, the agency must have documentary competence in all the forms of media and communication.

Short listed agencies will be required to submit a detailed proposal for further consideration. Agencies will be selected in accordance with the procedures

Following Static WebPages in English & Marathi are to be developed. The Marathi pages shall be developed in Unicode only so that there shall be no need of devnagari font installed at client side. Both English & Marathi static WebPages shall be developed in standard HTML / XML only shall be validated with W3C/XML valuator. Similarly these pages shall be surfed with all the leading latest internet browser available in all operating systems with minimum downloading time.

Module 1: Tender Notice

The database structure shall be like:

  1. Online HTML editor shall be provided for editing the tender notice. Along with virtual Unicode keyboard for editing Marathi content. The content shall be automatically converted to standard HTML when pasted from email, ms word, excel etc.
  2. Nobody, except the web administrator, shall be able to modify or delete the tender notice once published.
  3. A certificate shall be printed on printer, when the tender notice is published as Certified that the tender notice shown below is published on the website www.mahahp.org on Date xx/xx/xxxx at xx:xx

-Copy of tender notice –

  1. The web administrator shall be able to delete expired tender notice to free the space leaving the log in database.
  2. Some times, corrigendum will be issued to the published tender notice. There shall be provision for publishing corrigendum..
  3. Client side:

        1. Initially, the list of tender notices published consisting all the features except detailed tender notice and arranged in descending order on publication date shall be shall be displayed.
        2. When the list item is clicked detailed tender notice will be displayed.
        3. After expiry, the tender notice will be automatically deleted or will be moved to expired tender stack, as desired.

Module 2: News

Through this module the web administrator can publish the news such as starting & stopping rotation schedule, news related to flood monitoring, reservoir storages etc could be published. The online HTML editor along with virtual Unicode keyboard shall also be provided for editing the news. Facility shall also be provided to upload images along with news if required.

At client side the news index will scroll in a window frame and detailed news will be displayed when the index item is clicked.

Module 3: WUA Information & payments if any

The Invoices can be sent to the WUAs online.

Automated scheduled reminding emails for failure of payments. Online payment facility can also be provided if there is sufficient transaction.

Also the WUA can change his own static information such as phone number, email id, address etc.

Module 4: Online submission of periodical returns from Sub-Division -> Division -> Circle. The compilation shall be done by this module it self to avoid manual mistakes & lab ours. Incase of delay in submission, this module will manage to send reminding email to the failure along with copy to the administrator.

Module 5: for correspondence & Data transfer between field offices & head offices.

This will avoid delay, cost & more reliable than emails can transfer data >= 50MB at a time.
